The question was discussed before, during Gulf War I. The
consensus, IIRC, was that the modern governments had the right to
honor the modern people in the war. We honor SCAdians doing
things inside the SCA. If we, as Americans, truly wish to do
honor to our fellow citizens, we have the means, as old as our
nation itself, to do so, and I hope that the time will come
speedily when those means can be put into action, as our people
come home.
