In every fort battle I have seen, there are arrows and other missiles
flying
over the wall, but they are easily dodged.  That seems like another
situation where a volley might be effective.


**Any time you can get people to stand still a volley can be tried using the same idea as I outlined before. Get them to stand still and shoot them. In all honesty the best thing to do is close until just outside the legal limit and shoot from a range that they can not dodge. I personally would not spend much time working on volley fire.

What about mass-producing a bunch of rudimentary crossbows (basically two
sticks and some surgical tubing) and having archers with wheelbarrows hand
them out to every fighter we have?  They all fire one huge volley, drop
the
bows, and get on with business.  

** It might work after you work around a few issues; authorizations, equipping and training everyone. Would be some what like how the Romans would start an engagement. Or you could end up with 100 bolts hitting the ground in front you.
Again I am not sure that after a cost/benefit analysis it would prove worth the trouble. We just can not recreate the conditions that existed in period that made volley fire effective.
