In every fort battle I have seen, there are arrows and other missiles flying
over the wall, but they are easily dodged. That seems like another
situation where a volley might be effective.

What about mass-producing a bunch of rudimentary crossbows (basically two
sticks and some surgical tubing) and having archers with wheelbarrows hand
them out to every fighter we have? They all fire one huge volley, drop the
bows, and get on with business.
