I would think you would want something like a Membership number to verify.  
Something that can be traced back to one person.

Yeah, I guess people could try to mess with it, but people could also add in 
extra votes in a mail-in poll, too, if they wanted.

It has to be open to the whole populace, though.  I would recommend a 
combination of Internet polling and mail-in.

Cannot we do a Yahoo polling on this and requesting each person's name/email 
address? It would be the most expedient way and a large sampling of the 
kingdom populace, albeit not its entirety...
