Considering that the Board of Directors does not seem to give out good 
guidelines for what constitutes "acceptable numbers" on a kingdom level, I 
would not expect Laurel to try to read the BoD's mind.

However, a percentage of the populace equivalent to that percentage that 
responed re: the tincture change of the escallop, would strike me as being 
a sufficient level. (This is my opinion personally, and in no official 
capacity, not that I have any official capacity anyway...)
