The Board very specifically does not define an exact number. That in many 
ways better than defining one. (heck, that's more rules, and people are 
always complaining there are too many).

I would guess it's not worth debating the numbers with the Board. Not 
because they're not reasonable people, but because it's < 5% (and that's 
PAID membership, not active membership, which I suspect is a higher 
number). If < 5% care about it enough to do anything, then the Board (and 
by extension the herald's office in this case) can act to reflect the 
displayed opinion of the kingdom. 95% don't care to do anything.

A better question is, "How do we get more people to respond?", should, of 
course, the Crown choose to pursue it, since we're no longer ruled by the 
same Crown.
