I do not know what the Herald's response, or the BoD's response to that 
would be.

But I can say for myself, that to know the intent of the populace in any 
situation, I want to hear a 50% yea or nea.  A 4% yea, 1% nea, and 95% 
abstain, doesn't tell you anything.
