i would suggest just sneding in the site fees required for your pre registration.  once you arrive at a site you will have to provide proof of membership or pay the nms.  if you are a member at the time of the event you wont have to pay the nms, if you are not then you will (have to pay the nms).  wether you are a member or not at the time you send in a reservation really doesnt matter.
