[MR] planning ahead for various events

Howdy!

Atlantia used to have a rotating system with regions and all that.
It was dropped a few years ago because of difficulties in getting
bids for specific events when the event was limited to a specific
region. The University Chancellor is trying to keep the locations
geographically diverse; I think she is managing that well. University,
among kingdom level events, is particularly amenable to that, since
its site requirements are, in the main, easier to meet than, say,
a Twelfth Night.
