[MR] Kingdom level event bids

Alright, I started it, so I'll put an additional $0.02
in . ..
Having a rotating schedule among the baronies doesn't
preclude Shires, etc. from hosting Kingdom level
events, but it does discourage them -- it forces a
smaller group to dicker for an opportunity to host, as
well as the usual effort surrounding putting together
a bid in the current format. Of course, a smaller
group likely needs to be willing to go the extra mile
to be able to pull off an event on that scale, so
maybe that's not a bad thing. It's just something that
peeves me more than most, being in a ridiculously
active Shire, and often hearing about things that we
might be interested in volunteering for only because I
eavesdrop on the email lists of the neighboring
baronies.
It also begs the question of whether all the baronies
have sites appropriate for large events, in a decent
price range. I could easily see a group in a
predominantly metropolitan area like DC having
problems finding large sites that aren't
astronomically expensive.
In regard to laying down a deposit in advance, we've
had issues with sites not booking that far in advance.
For example, one campground we use doesn't book until
the local 4-H groups have settled their schedule,
which means that you can't start scheduling for spring
until the first of the year. The same holds true for
some churches -- it just depends on the site.
