[MR] polling versus Vote of Confidence

Since we're having this recent discussion about words
before the holidays, I've been wondering. When we are
a member of a polling order we have a polling and are
reminded that a polling is not a vote.
When the landed baronage wants to re-up for another 2
years, etc we have a Vote of Confidence, but we are
reminded that this is also a polling and not a
popularity contest. We are reminded that those who
become the landed baronage might not be the most
popular vote-getters.
So why is one a polling and the other a "Vote of
Confidence"?
