[MR] Outage Notice and contacting the webminister

This time I'm gonna warn ya'll.

On 12/26 the web and mail services on the kingdom server will be 
upgraded, and during this time it will be unaccessible for a short 
while.  The outage should last no longer than 2 hours, and will occur 
roughly around noon est.

Also, please note that due to the holidays I will be quasi out of 
contact.  If you have sent me an e-mail recently, I will get to it when 
things have calmed down a tad.
