Yes, the gilding is done first because otherwise the gold leaf will stick to
the paint and go all over the place.  You put down a sizing for it to stick
to and believe me the gold is very clingy and wants to stick to that (unless
of course it is too humid, or too dry, or too hot, or to breezy)  Gold
leafing is tricky!
