That does not change the circumstances, Your Majesty.  If you have to ask
Baron Norseguy  Norseguysson "What people in your barony deserve an AoA or
other award?"  it takes only a few seconds longer to ask that their friends
and loved ones be quietly informed of the fact.

Surprise parties are not always greeted with joy.  Many people prefer
anticipation.
