[MR] Newcomer's Badges & Stuff

We had a day event in Nottinghill Coill during Pensic (War Orphans Pity 
Party) and the chatelaine made a ton of tassels for all the newbies that 
showed up.  These tassels were given out at Troll to each and every new 
comer.  This helped everyone to notice the newcomers and give that extra 
special smile to them.  It worked beautifully !
