Try using shoulder pads or bust pads to pad out your form to the right
shape/size.  then cover the whole mess with some stretch lycra stuff to keep
it in place.

I buy 1980s stuff at the thrift store and rip out the shoulder pads.  You can
do the same with thrift store bras.
