More to the point, perhaps:

"Reserved at All Times" == park here and you will be ticketed. Maybe
towed as well.

Metered == you have to keep feeding the meter or you'll get a ticket.

"Service Vehicles Only" == if you're in this space and a service vehicle
wants it, the S.V. will simply park ON TOP OF YOU without thinking twice.

(Well, okay, they may have to think once to get out the Really Big Vehicle
Flattener, and then again to park on top of your now-flattened SUV...)
