I think the pertinent portion of the law is:

> conceal the identity of the wearer 

Our garb seldom conceals the identity of the wearer.  (Who is that
masked knight?)
It's also probably one of those laws that gets ignored so long as you
aren't burning a cross on someone's lawn.
