You don't have to be a peer to put you own arms on the
flags.

You ARE NOT allowed to use the ARMS of a barony unless you
are the baroness of that barony. Nor are you allowed to use
the ARMS of a canton unless you are the senechal of the
canton. That is why these groups have badges. Anyone
associated with a group MAY and should use the BADGE of
that group (adds to the "spiff factor")
