Rebecca, I used to be able to get really good prices at my local stained
glass store, but they went out of business.  The key is to find a place that
sells by the pound or in large containers, rather than the little pricey
ones that Micheals et al have.

You might try posting this question on the SCA glassworker's list to see
whether folks have a good source.  I still have a box of tiles that I bought
when my stained glass store tanked, so I haven't been shopping around.
