[MR] [Heraldry] Reminder on Submission Requirements

Unto the Heralds and the rest of the Populace of Atlantia does Gorm of Berra, Golden Dolphin Herald, send greetings:
I have to take a moment to remind everyone of the requirements for submission. I have just completed the assembly of the packet for February, 2002, and the process was much more difficult than it truly should be.
When you submit a Heraldic Item to Kingdom, this is what needs to be included:
For a NAME submission: 2 copies of the Personal Name Form (available at http://herald.atlantia.sca.org/forms/index.htm or from your local Herald). I also need 2 copies of whatever documentation you are submitting to document your name.
For an ARMORY submission (Device or badge): 3 copies of the appropriate Armory form, colored in completely, and 1 additional copy of the form, with a line drawing of your device.
(The easiest way to do this is to draw your form in Pen once, then make 4 photocopies, color in three and leave the fourth one as is).
In either case: If there is any additional paperwork that needs to be submitted (A Petition of support, a letter of permission to conflict, evidence of ability to use a restricted charge, or any other paperwork), you must submit as many copies of the paperwork as you submitted copies of the form the paperwork goes with (ie 2 copies if it's a name thing, 3 copies if it's an Armory thing).
If you are transferring something to someone else (A Household name or Badge): Two copies of the letter from you making the transfer, and Two copies of the letter from the recipient accepting the transfer (this can be the same letter, if both signatures are on it).
If there is a particular special reason why you are not able to comply with these requirements, please contact me in ADVANCE, so we can make arrangements. I will do everything in my power to be flexible and helpful, but the earlier I know of a problem, the more flexible I can be.
The *only* times these requirements are automatically waived is at Kingdom Consultation Tables, where we accept the responsibility for making the copies and ensuring coloring is correct. Kingdom Consultation Tables happen at Most Kingdom Level Events (The next one is scheduled for Coronation). Any other time you are sending something to me, it should have the full packet of materials in it.
Your local Herald should be consulted with any submission you are planning. This can be your Baronial Herald, a Canton or Shire Herald, or any Herald at large, but a Herald needs to be in the loop. It is our job to make sure that all of these requirements are met, and they should be more aware of the rules than the average person. If you are having a problem contacting a Herald, please contact me, or Triton. It's our job to help you with that.
It is a point of Atlantian Policy that submissions are required to come through a Warranted Herald unless advance arrangements are made with Golden Dolphin (See section 2.7.1 of the Book of Policy). This requirement has been enforced very loosely of late, as an effort to provide service. However, if I continue to receive packets from folks submitting on their own without contacting me and not enclosing the proper paperwork, I will have no choice but to get much stricter.
I don't want to be strict...believe it or not the Herald's office is here to help, not hinder. So please, help me help you.
The results of the February Kingdom Decision meeting will be posted sometime in the next 24 hours. We are eagerly awaiting the electronic version of the results of the November Laurel meeting, and will be posting those when they are available to us.
