No, the Crown did. The Seneschal simply acted as our agent in
communicating with the Ansteorrans. Terminating the treaty was
discussed at Curia held during Unevent in November. This action was
simply recognizing the fact that the terms of the treaty had not been
honored as it had been written for many years and, in fact, directly
violated at the last Gulf Wars. I should know because, as Iustinus
notes, I signed the original 10 years ago.
We took this action not because we don't like the Ansteorrans any more
or anything like that. The treaty had simply fell into disuse. Also,
the main event where it had any impact, Gulf Wars, has grown and changed
over the years and I think that it is appropriate for the Crown of
Atlantia to have a free hand in selecting a side for that war. That
would allow Us to help even up a side to make the war fun for all.

That decision has not yet been made and it will be made by me in
consultation with TRH, the Kingdom Warlord and Her Majesty (not
necessarily in that order :) ).
