[MR] wrist straps on swords

I was just checking the Earl Marshal's page, as I do from time to time, and
noticed that the EM has decided to enforce the use of straps on single
handed swords effective November 20, 2002.  I have not seen this information
posted to any other lists yet.  Traditionally, we have interpreted a basket
hilt as sufficient restraint to keep a one handed weapon from leaving the
fighters hand.  I just wanted to warn everyone about this change since we
have three fighting events this weekend and I figured if the King was
clueless about this new policy interpretation, you might be too!  Please
check out the EM's web page to get the details.  I will try to bring extra
straps to Fortunatus this weekend.
