The Non-member surcharge applies to non-members attending events with
a site fee. Your membership card gets *you* in the door, not them.
Add $3 per non-member.

No, the policy is in place to raise money for the SCA, Inc. corporate
offices, which are forecast to run in the red next year without it.
The corporation actually loses money on memberships at its current
costs. Changes to the benefits your $35 get you (no more TI at that
rate) and the NMS are intended to cover the projected shortfall.
Be glad it's only $3, and that's less than a hours wage in the US. The
conversion rates in some countries in Drachenwald with SCA groups put
the NMS at the local equivalent of over a day's wage.
