In fact, that was part of their consideration.  While doing the math on 
un-bundling TI, the discussion was considering that doing so would add 
$5 per member to the corporate budget.  Paul Foster (Duke John the 
Bearkiller, Meridies) immediately started insisting on increasing the 
Kingdom Newsletter stipend by $2 per label per year to help cover the 
current shortfall of the stipend to publishing costs.  A further 
addition to the budget was to increase, by an amount to be specified by 
staff after the meeting, the fee for 1st Class delivery, so that it 
would be enough to cover itself again.
