Say rather 'facilitating' than 'governing' and I'm with you. Not to
say that they don't, but questioning if they should...

Or that was put out for comment and received only 525 comments. At
least one of which came from a 'non-member'.
And, to be honest, turn out was about on par with other Board
meetings I've attended. The highest attendance I have seen was the one
in Boston about 10 years ago, but that isn't too surprising... Not to
mention that watching them approve group bank account creations isn't
exactly moving drama.
