Your Highness, I believe we do have that control. 

I remember 1993-1994 well, too. Some places simply decided to
have recommended donations at the gate, instead of charging a
flat fee; theoretically, one could enter without leaving a dime,
but the donation basket was there. One could raise the money for
an event by means other than charging or collecting donations at
the gate. One could find free sites-probably not very likely in
the DC area, but let's not rule that out-and charge only for
feast.
