No. There was a call for comments in TI a while back. However, it was
asking for general ideas to solve the problem, not about a non-member
surcharge. Here's a letter I wrote to the BoD after the surcharge was
enacted. If you don't like the surcharge, please write!

I oppose a non-member surcharge. I would rather have an increase in
the membership rate.

I just double-checked the last call for comments on the budget. You
only mentioned the NMS in passing. I suspect that if you did a poll
specifically asking for comments about the NMS that you would discover
that many people -- including many members -- don't like it.
