[MR] update for Coronation from the troll

I am assuming that this is the new fee imposed by ATLANTIA at Crown 
Tourney.

Incidentally, I had a LOT of people come up to me at Pennsic expecting me 
to wear my regional exchequer hat and worrying about a $6 impost for 
non-members.  Hopefully TRM/TRH will do something about repealing the 
Atlantian impost (to be kept by the local groups) now that the BoD has 
performed the idiocy of restoring the NMS with money to go to Milpitas.

	This is in error.  The $3 surcharge approved by the Board of
Directors at the July 20 Board meeting in Ponte Alto does NOT take
effect until Jan 1, 2003.  The Board is not even planning on reviewing
the procedures they ordered established until the October Board meeting!

	Any attempt to charge a surcharge in the Corporation's name before
that date is, at best, mistaken.
