[MR] question about the non-member issue

I'm in the throes of starting a new business while
trying to keep up with this conversation so would
someone please clarify a couple of things for me?  If
you would like to do so privately feel free but I'm
not sure I'm the only one with this question.

Did the BOD decide to institute this
discount/surcharge/whaterveryouwanttocallit without a
call for comment from the general populace?  Are we
seeing a required charge automatically decided by the
BOD?

I'm trying to remember this and its comparison to the
pay to play issue from years ago.  Are we recreating
the mistakes of the past?  Atlantia was very
supportive of pay to play but many of the other
kingdoms were not.  

They don't seem to have happened in exactly the same
order but they seem to be very close.  Am I making any
sense?

I'll stop posting now and get back to work.....
