if it were a "surcharge" the kingdom would receive the money.  as it is not
a charge of any kind and is merely a discount the kingdom does not require
that any monies be sent to it.  therefore it is a discount.

You are getting caught up by 'wording'.

There is only a single, $3 fee ...

Atlantia chose to word it, instead of as a 'non-member fee/penalty', as a
'membership discount'.  To give a positive spin on it.  To make it sound
'good to own a membership', as opposed to 'bad to not have a membership' ...

Semantics.

So there is only a single, $3 fee.

However, when/how it starts, don't look at me *grin*
