 Actually, if you look at:

 producing TI are laid out. It comes to a little more than $3.50
 per person per annum. The real big-ticket items are the corporate
 office expenses (like payroll) and the kingdom newsletters.

 The BoD is unpaid. They can draw money for certain expenses, but
 that's not wages.

 Well, that's one angle.

 In principle, each kingdom has an ombudsman on the BoD, a
 different director than one who came from that kingdom,
 typically. That person's expected to be an interlocutor between
 the BoD and the kingdom. However, in the end, if the BoD has its
 heart set on something that a kingdom won't stand for, that
 kingdom's got little recourse short of pressuring the BoD.
