Begging your pardon, your Highness, this is not exactly correct.  At the 
same meeting the NMS was approved the Board indicated that they would 
look favorably on alternate proposals from Kingdoms to cover the 
surcharge.

During the last NMS, the West decided that "All Subjects of the King are 
Equal", and paid the NMS as a lump sum out of Kingdom funds raised via 
various means, including donations.  They may do so again this time, and 
I and others heard members of the Board say that this payment of the 
weregild was acceptable.

So charging folks without membership cards on them $3 at the door is 
probably easiest way to satisfy this latest whim, but it is not the only 
one.
