Kinoshita-san,
Shinai combat does not take place in atlantia currently. The reason
that this, or any other activity, is not practiced in this or any other
kingdom is that there are not enough people who think it's a good idea and
want to do it.
Non-martial activities are pretty easy to get started. Example: I
want to do Japanese style period paper making. No one doing it? Do the
research, contact others of like mind and away you go. Martial activities
have a lot more inertia to overcome. The biggest thing is safety issues.
Also, there is a significant level of support needed from those who don't
fight. MOLs and Marshals certainly and also possibly Water-bearers and
Heralds and hopefully not Chirurgeons.
So, the first thing to find out is: are there enough people in
Atlantia who A: Think it's a good idea and B: Are willing to participate
(invest time).
If there are, go for it. If not, maybe it's more suited to backyard
practices or going to a Kendo/Kenjutsu school.
