He addressed not her concerns, but her phrasing of TRH intent on this.

Controversy to some, silliness to others, something to be ignored by yet
others.  Not everyone weighing in on this has the same opinions.  TRH
aren't "acting on whim" when they publicly ask their populace to send
in opinions so that they may know the will of the people before making
their decisions.

Personally, this part of the populace is satisfied with the process
in place and more than tired of the hulabaloo.
