 From a technical perspective, this would be feasible Heraldically (We 
merely register both versions as badges and the reigning Queen chooses her 
preference (or the consort should it be male...).

I would imagine we'd have to put a clause into Kingdom Law enabling that 
decision, but that's straightforward.

There might be a problem in that the Kingdom would have to maintain two 
sets of Queenly regalia...but that might not be insurmountable.
