Sorry to take so long in replying.  I started a new job 3 weeks
ago and signed for a new house last week so I've been really busy. :-(

Anyway, I'm not sure I want to do that.  That doesn't mean I won't,
but I'd like to think about it a bit first.  I believe some people have
set their setting to no mail because the really don't want to receive
mail.  Also, if someone's account is bouncing e-mail, the Mailman
software will automatically set that, so if I were to change it, it
would have to send quite a few messages that wouldn't go anywhere
(except to my error inbox) before figuring it out again.

On the other hand, it's also possible that most of these settings
are from when the server had connectivity problems and resetting them
would be a good idea.  I'm open to suggestions.
