As Mistress Alisoun said, it was an imposition of the West's idea
of what the SCA ought to look like on the rest of the SCA. The
history of SCA's first decade, and the early part of the second,

Well, lots of groups have unofficial structures. Carolingia has
boroughs, Eoforwic has a mayor, and Myrkfaelinn runs along the
lines of the Icelandic republic, complete with lawspeaker.
