[MR] Polling bottlenecks

This is an even bigger problem that one might think.  Because Kingdom Law 
limits polling responses.  If a polling was not conducted during the reign 
of the current King and Queen, or during the reign of their predecessor, 
then it is NO LONGER VALID and the monarchs must re-poll.

Havordth and Mary Grace could act on any pollings done in Thier reign, or in 
the reign of Anton and Emer.  But not on pollings done in the reign of 
Ragnarr and Kyneburh.

Because Havordth and Mary Grace conducted few pollings, and also because 
They recognized so many people on pollings they and Anton & Emer conducted, 
that meant Galmr and Aryanna had practiacally NO ONE LEFT they could award 
in the first weeks of their reign!

Being King and Queen for the first time is undoubtedly overwhelming and 
confusing at times.

Kingdom Law 8.2.1:
"Orders of Merit may be given by the Crown after written or verbal 
consultation with the companions of the order regarding the qualifications 
of a candidate. Each such polling shall be considered valid for the duration 
of the current reign and the entirety of the following reign."

There's no language in Kingdom Law directly concerning how long Peerage 
pollings are valid.  And Corpora only states the Orders must be polled.  But 
in practice, Crowns seem to follow the same rule, at least for Laurel 
pollings.

Galmr and Aryanna acted on the Polling problem while Prince and Princess.  
They should have current pollings to work from very soon.
