[MR] Heraldic Question

Here's a quick (I hope) heraldic question: I know that their Majesties can
confer a grant of arms without any other attendant award (at least they
could in the past); is it possible for them to confer a patent of arms
similarly, without awarding a knighthood/master at arms, Laurel, Pelican,
Lady of the Rose or royal peerage?  I'm pretty certain it's never been done,
but is it possible?
