Actually, that's just about the whole reason. Corpora states that only
groups with ceremonial heads (Barony, Principality, and Kingdom) can present
awards. With no ceremonial heads neither Shires, Cantons, Ridings, Keeps,
nor Colleges can issue group awards and so therefore they cannot register any
such items.
