Ummm, Not sure what webpages you are looking at ... but Aethelmearc's homepage:

On the front page list of groups calls them a Dominion.
And then when you go to their webpage:

They make it quite obvious they are a Dominion (large lettered
graphic). The next page evens goes father to call themselves an
'Independant Dominion'
In fact, they even have their laws online:

Which I found quite interesting ... they specifically mention where they
will behave AEthelmearc law. And I can see where some of their practices
might otherwise be seen 'badly' if they were not independant ... in
particular two:
1) They hold their own curia, twice a year, for their own business (In a
sense, no different than a Baronial Meeting, except for the name: Curia ...
In Atlantia we can't even use the term 'Red Tape' for our own Baronial
Laws, because only the Kingdom Red Tape is the Red Tape ... So I bet
holding 'Curia' is right out.
2) The way they choose their Seneschal. A Seneschal is required to hold
office for 2 years, and only 2 years. At the end of that 2 year reign, at
a certain event, the Seneschal chooses from the populace who will be the
next Seneschal. No input from anyone else, it's all up to the Seneschal
who the next one is. And they 'toss' the key of the Dominion to the new
one, and bamm, you are it, don't whine, don't complain, start doing your
job for the next two years *grin*. (Of course, I'm SURE that a responsible
Seneschal isn't going to throw the key to someone who is not going to be
willing to do it, and/or do a decent job)
