unevent and curias are treated more like business meetings and therefore can
be garb optional. i dont think arielle and i ever had one where garb was
"required".

Just curious, is this a new thing? Last I heard it was like any other
event, garb required unless someone like royals or autocrat made an
announcement otherwise, and was in garb last ones I went to. Has it changed
in the past year or so?
