[MR] Quick Archery Question

This is probably a dumb question, and the answer may
be obvious, but oh well...
Why are aluminum-shafted arrows not allowed for combat
archery (basic Markland-style arrows, but with a
standard aluminum rather than wood or plastic shaft)?
I guess I'm unclear on what particular danger
aluminum-shafted arrows would present over their wood
or plastic counterparts. This is of course
notwithstanding the whole issue of the new requirement
for APD's for this style of arrow.
While I'm at, a second question I suppose... Does the
new APD requirement apply to combat archery in
*rapier* combat? Logically it shouldn't, but since
the rules in Atlantia seem to be a unified set, I
wasn't sure.
Thanks,
Igor
