[MR] Letters of Marque (fwd)

Greetings onto the fair Kingdom of Atlantia,

I will take this opportunity to state there are two
texts.  One is the original Letter of Marque, from
Their Majesties Havordh and Mary-Grace.  The link
given to the Marinus scriptorium is the authority to
operate under the Kingdom-wide Letter of Marque.  Here

The Authority to Operate is given to those captains
that have presented themselves to the Crown, or those
Commanders (currently two) that Their Majesties
appoint.
