There are such programs, very simple and extremely frustrating.  For
example, one will let you choose the field "Quarterly argent and
azure", and it does indeed disable those two tinctures -- which will
not let you put azure charges in the argent squares and vice versa.

Easily.

"Azure, a sea-tyger, a bordure argent."
"Azure, a sea tyger within a bordure argent."
"Azure, a mertyger and a bordure argent."

All equally valid, differing blazons that will net you identical
pictures.
