Perhaps the writer meant "cult" as in a cult film, one that doesn't make it 
big commercially but has a loyal cadre of fans who watch it over and over. 

Actually, it seemed to me to be largely one of those film noir detective 
stories in a sf environment, right down to the philosophical voice-overs . .
