For various reasons, none of which I recall, the Ordinary and
Armorial databases have been farmed out to several different
sites. Those are up and running.

That wouldn't work, given the nature of how this stuff is
processed, both on a personnel and paperwork level. I advise that
you follow the links I gave to the Admin. Handbook.

There's a period for commentary and rebuttal and additional
research that often makes the difference between a registration
and a return. That's not going to be sped up by electronic means,
unless you propose to digitise the Library of Congress or the
British Museum collections.
