I don't think we should make the requirements any more onerous
than they already are. Not everyone is as fortunate as a lot of
us in this tavern.

Finding the right person does take a bit of research, but the
College of Arms does have a website, at
http://www.sca.org/heraldry/laurel/ . The principal heralds of
the kingdoms are listed there, as well as Laurel, and there are
links to other sorts of resources.

Morsulus doesn't live in either the West or Caid, but in Storvik.
