Further file diving by Pedro and Blaise found the Wilhelm cover letters in
question. Careful reading leaves it unclear if Wilhelm actually proclaimed
something of merely proposed without resolving.

Unfortunately for your thumbing, I don't think the documents in question are
readily available. As Morsulus Herald, I have a nearly complete run of LoARs.
Not all of them (especially the cover letters) have been webbed. Your
conclusion was probably valid based on the data you could reasonably have 
gotten to.
